communication as attached, whereby you suggested that we make an offer for a
retainer agreement between your company and our firm. I understand that your project of investment
in Albania is now taking shape. Therefore a retainer agreement is now
possible. There are two types of retainers from which
the client may choose: 1. The client pays a flat
fee of 1000 Euro per month, regardless of the volume of legal hours of work,
and an additional success fee to be negotiated between the client and the law
firm. The success fee may vary from 1.5% - 3% of the value of investment; or 2. The client and the
firm make an assessment of the amount of legal hours required in support of
the project. Upon this basis, the law firm makes an offer. For instance, if
the approx. assessment indicates 40 hours of legal work, the firm may offer a
retainer, which varies from 6500 Euro- 7500 Euro. Please note that in these
kind of project most of the work is carried out by senior attorneys. Any
additional workload, is carried out to the next months and is due, at the
lates 2 months before the expiration of the retainer agreement. Kindly indicate which of the two options you

I refer to page three of the opinion that we sent you. I'm attaching that
page again. There are two sites, one of them, proposed land 1 is closer to
the electric substation, but also closer to a inhabited area. The other parcel, the proposed
land 2, is a bit further from the substation, but closer to the industrial
zone. I would suggest that the
safest choice would be the plot no.2. However, please note that
a geological testing of the land should be conducted before making the decision
to acquire. I regret to put you in
such a pressure, but need to have your decision as soon as possible, because
I am under pressure from the field agents. This does not mean that we are
progressing with the acquisition; it only serves for retaining unofficially
